What is a lawful military objective?

Any site, even one that was once purely civilian, can be turned into a legitimate military objective if it makes a contribution to military action, or in other words, is used for military purposes.

When a commander in the field believes in good faith that a civilian building, such as school, house or church is used as a sanctuary for armed combatants, intelligence, or the storage and manufacturing of weapons, he has a legitimate basis for using force against that location.
