Dear Reader:

The Winter 1996 Bulletin focuses on one of the highest priority issues at the Ministry of the Environment - environmental enforcement. The multiplicity of articles presented in this issue should present the reader with a wide view of the various enforcement approaches currently being pursued in Israel. The Bulletin concludes with the recent environmental agreements which Israel signed with its neighborsboth the Palestinians and Jordan. Here, too, compliance will ensure a better quality of life and the environment for all the people in this region. Preparation of this Bulletin would not have been possible without the help, support and guidance of the Ministry of the Environment's Legal Division. To them, and to the other contributors to this special edition, a

heartfelt thanks.
