39. Cabinet Communique, 4 July 1982.
While Ambassador Habib was pursuing his mission in an effort to bring about a speedy withdrawal of the P.L.O. rumors circulated that he was considering the possibility of letting certain P.L.O. elements remain in Beirut as a political group. In order to prevent this possibility, the Israel government went on record rejecting such proposals, and stating that in the future any arrangements to be made in Lebanon will no longer be without Israeli involvement. The Cabinet heard reports from the Prime Minister, the Foreign Minister, the Defense Minister and the Director-General of the Foreign Ministry on the situation in Lebanon and on the proposals for the removal of all the terrorists from Beirut and Lebanon.
Following the reports, the Cabinet held a discussion.
The government of Israel categorically rejects any proposal for any sort of presence - political, organizational, or "token" military - of the terrorists in Lebanon. All of them, without exception, must leave Lebanon. No change in the existing lines within Lebanon will be made without the agreement of Israel.
