54. Security Council revised draft resolution, 6 August 1982.
Since Israel refused to comply with resolution 517, the Soviet Union moved for the adoption of a resolution calling on all member states to refrain from supplying Israel with arms and other military aid until the I.D.F. fully withdraws from all Lebanese territory. The U.S., having gained additional time for diplomacy, vetoed the resolution and it was not adopted. Mr. Begin wrote to President Reagan saying that "in the balance" were "Israels security and the lives of its citizens", and not the relations between the two countries. Text of the draft resolution follows:
The Security Council,
Deeply indignant at the refusal of Israel to comply with the decisions of the Security Council aimed at terminating the bloodshed in Beirut,
1. Strongly condemns Israel for not implementing resolutions 516 (1982) and 517 (1982);
2. Demands that Israel immediately implement these resolutions fully;
3. Decides that, in order to carry out the above-mentioned decisions of the Security Council, all the States Members of the United Nations should refrain from supplying Israel with any weapons and from providing it with any military aid until the full withdrawal of Israeli forces from all Lebanese territory.
