56. Cabinet Communique, 10 August 1982.
On 10 August Ambassador Habib brought to Jerusalem Syria's announcement that it was ready to accept the P.L.O. personnel from Beirut, and his own plan to remove the P.L.0. from the Lebanese capital within 15 days. The cabinet accepted the plan in principle but asked for certain amendments. On that day Israeli aircraft flew 16 sorties over Beirut. Text:
Cabinet Communique
The Cabinet [met in special session today and] discussed the document dealing with the departure of all the terrorists and the Syrians from Beirut and Lebanon.
The Government approves in principle this document, but it has suggestions for a number of amendments -substantive and textual - which have been transmitted to Ambassador Habib.
A precondition for any decision on the contents of the document is that the Government of Israel speedily receive a full list of all the countries of destination ready to accept the terrorists, the total number being absolutely equivalent to the number of terrorists in Beirut.
