82. Cabinet Communique, 21 September 1982.
The demand for the creation of a judicial inquiry commission to investigate the events in Sabra and Shatilla intensified both in Israel and abroad. President Navon called for an inquiry by "reliable and independent persons" to determine what had happened The Cabinet resisted the demand and decided to authorize the Defense Minister to reply on its behalf to a motion for the agenda in the Knesset calling for the establishment of such a commission. Text:
At the weekly Cabinet meeting:
1. a) The Israeli government expresses its agreement to the proposal of United States President Mr. Ronald Reagan to re-establish the multi-national force to be stationed in Beirut.
b) The Cabinet proposes that in the next few days a coordinating committee be set up, composed of representatives of the Government of Lebanon, the Government of Israel and of the three states participating in the multi-national force, which will deliberate and decide on measures necessary in order to insure that under the new conditions the bloody terror in Beirut will not be renewed.
2. a) The Cabinet will deliberate on an appropriate way to examine the facts in connection with the shocking deed perpetrated by a unit of the "Lebanese Forces" in Beirut and will report its decision.
b) The coalition will remove from the agenda of the Knesset tomorrow the propose of M.K. Amnon Rubinstein to set up a legal investigation committee.
