311 Foreign Ministry Statement on Security Council Resolution- 23 December 1987

311. Foreign Ministry Statement on Security Council Resolution, 23 December 1987.

The Security Council strongly deplored Israeli actions. Israel rejected the rebuke of its policies in the areas. It considered the resolution to be one sided, which ignored efforts by extremists to impose their will on the vast majority of the peaceful population. Israel will continue to Mill its obligations as the ruling power in the territories. Text:

"Israel regrets the adoption of this resolution by the Security Council and strongly rejects the rebuke of its policies in Judea, Samaria and Gaza and the placing of responsibility on it in connection with the events taking place there.

This one-sided resolution makes no mention whatsoever of those hostile elements attempting to force their will upon the civilian population through the means of violence and terrorism. These elements are the central cause behind the creation of this regrettable situation in the territories.

The responsibility for the maintenance of public order and calm has been placed, in accordance with international law, upon Israel alone. Israel will continue to fulfill its obligations toward all the inhabitants, Jews and Arabs, to secure their well-being and safety.

Israel reiterates that it continues to apply all the humanitarian provisions of the Geneva Convention, while leaving aside the question of the de jure applicability of this convention to the territories within its administration."
