67. Welcoming remarks by President Herzog to President Mobutu, 12 May 1985.

Zaire was among the first African nations to restore diplomatic relations with Israel after the break that occurred during the Yom Kippur War. A number of senior Israeli leaders visited Zaire since then and various cooperation agreements were signed. President Mobutu arrived in Israel on a five day visit on 12 May. During his visit additional agreements were signed in aviation, technological exchange and medical assistance. Upon his arrival he was welcomed by President Herzog in the following words:

His Excellency, President Sese Seko Mobutu, First Lady Bobi Ladawa,

It is a great pleasure for my wife and myself, and for the entire people of Israel, to welcome you and your distinguished entourage to the soil of Israel.

To us, Mr. President, you constitute a symbol in the cynical world in which we live.

You renewed diplomatic relations with Israel without prior conditions, solely out of considerations of honor and respect for a pledge. You were the first, and your step will remain a historic one. In so doing, you renewed the ties of sincere friendship between the people of Israel and the people of Zaire.

Our country is delighted to welcome with open arms the leader of one of the greatest nations in Africa.

Mr. President, all of Israel is proud of the IDF paratroopers wings which you earned after undergoing the same tests and training as every Israeli paratrooper. It is an honor for us.

Finally, permit me, Mr. President and Madame, to evoke the unforgettable memories of the reception and of the extraordinary hospitality which you and the entire people of Zaire gave my wife and myself in our state visit.

I want to assure you, Mr. President, that deep in our hearts, the feelings of friendship and affection for you and for Zaire are as great and profound as those you evinced for us,

Be welcome in our midst. "Shalom Uvrakha."
