89. Defense Ministry Statement on Exchange of Prisoners, 31 July 1989.
On the day the Security Council adopted its resolution, the Hezbollah threatened that if Sheikh Obeid would not be returned, they will murder Colonel Higgins by 1 August. Israel offered to exchange all prisoners of war, hostages and detainees held by it. It suggested the exchange be done through the good offices of the International Red Cross Organization. Text:
1. Israel calls for the immediate release of the Israel POWs and the western hostages held by the various Shiite groups in Lebanon.
2. Israel proposes the exchange of POWs, detainees and hostages.
3. In accordance with this proposal, all Shiite detainees held by Israel, including Sheikh Abdel Karim Obeid, Jawad Kaspari and others will be exchanged for all the Israeli POWs and the foreign hostages held by the Shiite groups.
4. The exchange will be carried out through the International Committee of the Red Cross in accordance with the usual procedure in such cases. |
