182. Agreement on the Gaza Strip and the Jericho Area Signed by the Government of Israel and the Palestine Liberation Organization, Cairo, 4 May 1994.
After an all-night session in Cairo, with the active intervention of President Mubarak, Secretary of State Christopher, Foreign Minister Kozyrev and other dignitaries, Prime Minister Rabin and PLO Chairman Arafat signed the agreement in the presence of 2,500 spectators from all over the world invited by President Mubarak. There was a last-minute hitch when Arafat refused to sign the map of Jericho. He later did, with some reservations. The key points of the agreement were the assumption of authority over most civilian affairs in Gaza and Jericho by a 24-member Palestinian Authority chaired by Arafat. Its authority will cover 62 square kms in Jericho and some 350 square kms of Gaza, except for Israeli settlements and IDF installations. A 9,000-strong Palestinian police force will provide security. Israeli troops will be withdrawn no later than 25 May 1994. A Joint Civil Affairs Coordination and Cooperation Committee and two Joint Regional Civil Affairs sub-committees (one for Gaza and the other for Jericho) will be created to coordinate and cooperate in civil affairs between Israel and the Palestinian Authority. Israel will continue to be responsible for defense against external threat and for the overall security of Israelis and Israeli settlements. Both sides will foster mutual understanding and tolerance, will abstain from incitement, hostile propaganda against each other, and will take measures to prevent such acts by any organization, group or individual within their jurisdiction. Both sides will act to prevent acts of crime, terrorism and hostility directed at each other and take legal measures against the offenders. There will be a temporary international presence of observers in the Palestinian National Authority (PNA) areas, to consist of 400 personnel from 5-6 donor countries and funded by them, The Palestinian Authority will control water resources in Gaza and Jericho in principle, but Israel will continue to pump water in the two areas. Israel reserves the right to arrest and prosecute all Israelis in the autonomous zones, except for certain cases; Palestinians and third country nationals will be under Palestinian legal authority. The PNA can print stamps, have an international telephone code and be allocated radio and television frequencies. They can issue Palestinian residents travel documents valid for three years which will say "Laissez-passer" and "passports. " Legislation adopted by the PNA is to be communicated to a legislative sub-committee of the Joint Civil Affairs Coordination and Cooperation Committee for review.
