The relations between Israel and Ethiopia have known many vicissitudes. Established in the early 1950's, Israel played a central role in the development of Ethiopia. Ties were suspended in 1973, and broken off completely in 1978 by the Mengistu regime. They were renewed with that regime in 1990. Meanwhile almost the entire Jewish community of Ethiopia was rescued in two spectacular airlifts: Operation Moses in late 1984 and Operation Solomon in May 1991. Following the overthrow of the Mengistu regime, relations warmed up considerably. The visit of the prime minister of the transitional government of Ethiopia, Layne, was the first ever by an Ethiopian premier. Your Excellency, Ministers of Government of Ethiopia, Honored Guests,
The Aggada, the Jewish Book of Legends, tells of the time when King Solomon welcomed Ethiopia's Queen of Sheba, and greeted her with the words "Welcome and peace unto you - Welcome and Peace unto you Minister." It is with these same words that I welcome our esteemed guests this evening.
The Aggada continues that the distance between Ethiopia and Israel was a seven-year journey, and it is said that the soil of Ethiopia was more valuable than gold, that the streets were strewn with silver, and the trees were as abundant as on the day of Creation and were nourished by the waters of the Garden of Eden.
Thousands of years separate these two historic events - the story I have just told you, and this evening's dinner. And today, as then, the eternal friendship between the two people remains deep and strong.

During your visit here, we intend to cover many important matters: agricultural, courses, the establishment of farms, medical assistance, education, culture, tourism, science, and technology. We extend willingly our hand of cooperation, and took forward to learning from you in return.
However, what we value most of all is your friendship and the warm ties that have existed between our two countries throughout virtually the entire history of the State of Israel - even if from time to time we have experienced difficulties and have had differences of opinion.

We are living in an unstable world. Beside the immediate defense needs of every nation, there is no doubt that no country can survive, unless it fully develops the infrastructure of its economy. We see you in your day-to-day struggle for the establishment of democracy, and your attempt to rebuild your economy that was seriously damaged as a result of the destructive civil war. We salute you in your courageous efforts. We will attempt to assist you in every way possible.

Upon your return to your country, I want you to be assured of our deepest friendship - a friendship that we have committed ourselves to long ago.
