  Editor's Note

Volume Fifteen of this series follows the pattern of the previous volumes. The documents reproduced are culled from various sources, ranging from the bureaus of the prime minister and the foreign minister, UN documentation, United States sources and Israel Government Press Office translations of major addresses and speeches. No attempt was made at unified spelling or style and most of the documents are reproduced in their entirety. As usual, each document is preceded by an editorial note seeking to place it in a broader historic context.

The editor wishes to express his gratitude to the staff of the Government Press Office, the American Culture Center in Jerusalem, the Bureaus of Prime Minister Rabin and Foreign Minister Peres, the UN Library of the Foreign Ministry and to the staff of the Israel Information Center responsible for the production of the series.

The series is now in its twentieth year, and is recognized as a major source for the understanding of Israel's foreign relations and the conduct of its diplomacy. The growing number of users, journalists, diplomats, historians and students attest to its useful role.
