 VOLUME 16: 1996-1997

  19. Ministry of Foreign Affairs communique on attack on the Israeli embassy in Buenos Aires, 14 August 1996.

Four years have passed since a terrorist attack demolished the building of Israels embassy in the Argentine capital. The Argentine Supreme Court issued a statement saying it was impossible to determine who was responsible for this act of terror. The Israel Ministry of Foreign Affairs condemned this report and demanded that the investigation be continued with renewed vigor. Similarly, by the end of 1998, there was still no progress in determining responsibility for the terrorist attack on the headquarters of various Jewish organizations in Buenos Aires which occurred in 1994, and in which almost 100 people lost their lives. Text:

In the four years which have passed since the explosion which claimed 29 lives and totally destroyed the Israeli Embassy building in Buenos Aires, the investigation has been carried out very slowly, at first by a Supreme Court judge who was forced to resign from his job, and afterwards by the entire Court, with all of the difficulties thatensued.

To the dismay of all those affected by this incident, there has been no known progress in the investigation into the identification of the culprits or those who dispatched them. Even so, it is possible to unequivocally determine according to findings which were uncovered at the site that a car-bomb exploded outside the embassy building, in close vicinity to the sidewalk. The remains of this rigged vehicle were found in the area. This determination was made by explosives experts who arrived from Israel and who worked in full coordination and cooperation with the local professional officials. It should be noted that the Argentine professionals who investigated the attack reached similar conclusions.

Relying on the above data, which are also in the hands of the appropriate Argentine officials, we completely reject the conclusions which have been publicized by the Argentine Supreme Court in Buenos Aires.

In any case, we demand that the investigation continue with renewed vigor, in order to find those responsible and bring them to justice.

The tens of lives that were lost and hundreds of individuals who were maimed, both in the Embassy bombing and in the subsequent terrorist attack against the Buenos Aires Jewish Community Building (AMIA) add urgency to the call for a concerted effort in this matter. Moreover, the current upsurge in terrorist activity around the world further underscores the need for a speedy and efficient investigation into this crime as part of an unrelenting global effort to eradicate the scourge of international terrorism.
