  Editor's Note

Volume sixteen of this series adheres to the pattern established over the past twenty-five years. The documents reproduced here derive from many sources. Some are press releases issued by the Israel Government Press office. Others derive from the Prime Ministers Office Internet web site which now has transcripts of the Prime Ministers speeches, press conferences and interviews as well as policy papers issued by the Prime Ministers Office and the Government Press Office.

Additional sources are the American Cultural Center in Jerusalem, the UN Library of the Ministry of Foreign Affairs, daily newspapers and the Ministry of Foreign Affairs Internet web site. The editor wishes to thank the staff of all these organizations for their devoted support and patience.

As in the past, each document is preceded by an editorial note setting it in a broader historic perspective. There has been little attempt to edit the documents. If this is done, it is indicated in the introduction. There has been no attempt to change spelling so as to make the spelling unified.

This volume appears in the year following Israels fiftieth anniversary. Many of the events that occurred during those five decades are recorded in this series which continues to aspire to be an impartial, objective and as complete as possible, record of Israels diplomatic activities.
