The Israel-PA talks on final status were deadlocked. Arafat called for greater American involvement. On the eve of a visit by Secretary of State Albright, PM Barak announced that he would not allow work on new settlements housing during the negotiations on FAPS. Text:
Prime Minister Ehud Barak today announced his intention to refrain from issuing additional housing tenders (in the territories) during the period of negotiations on the Israel-Palestinian framework agreement, beyond the tenders already published for the construction of 1,800 housing units.
This decision is in accordance with The government guidelines and serves Israel's objective of strengthening Israel's negotiating position in order to protect its vital interests.
