Editor's Note
Volume Eighteen in this series covers the period of the Barak government (July 1999 to February 2001). All the documents have appeared elsewhere in the form of statements, speeches, addresses, treaties and/or agreements. The principle guiding the selection of the documents is to provide the reader with a record of major Israeli government foreign policy decisions and actions in the period under review. The focus is naturally on the evolution of Israels relations with the Arab states and specifically with the Palestinians.
The documents are printed chronologically and they appear, as much as possible, in their original language. Therefore, English and American spellings have been retained. Where there have been minor editorial changes, they are indicated. Whenever possible, the entire document has been reproduced. As has been the usage in the past, each document is preceded by an editorial note that attempts to place it in a certain historic context.
The editor wishes to express his gratitude to Ms. Sarah Lederhendler and Mr. Yehuda Mechaber for their invaluable help in the collection of many of the documents that appear in this volume. The Foreign Ministry is the main source of documents. Others have been culled from the Prime Minister's Office and the U.S. Cultural Center. As usual, the staff of the Israel Information Center has been at its best in guiding the production of this volume.
