ISA Internal report on Ze'evy assassination completed

The internal Israel Security Agency (ISA) committee appointed by ISA Director
Avi Dichter following the October 17, 2001 assassination of Minister Rechavam
Ze'evy finished its work on Friday, November 2, 2001.
ISA Director Dichter presented copies of the report to Prime Minister
Ariel Sharon and Knesset Foreign Affairs and Defense Committee Chairman
MK David Magen (in his capacity as chairman of the sub-committee on the
secret services).
ISA Director Dichter also met with the late Minister Ze'evy's widow and
children and briefed them on the main points of the report.
The report emphasizes, and comments on, the legislative and normative
gap existing in regard to cases in which someone who is to be guarded
refuses to cooperate with security officials.
The report determines that there was no prior report or information
regarding an especially concrete threat to Minister Ze'evy's life. The
inquiry committee concluded that given the limitations of resources
vis-a-vis the scope and strength of the threats which the ISA must deal
with, the intelligence work carried out by the relevant units was
focused and correct.
