On July 10, 2006, a special committee headed by Maj. Gen. (res.) Giora Eiland, submitted to the Chief of Staff the findings of their investigation into the attack on IDF forces near Kerem Shalom on June 25.
The main points of the findings are:
The committee regards the incident as an operational failure, magnified by the fact that it follows many successes by Southern Command, which has thwarted 61 infiltration attempts and 54 attempts to plant explosives since the disengagement, as well as other attacks. The committee indicates a chain of errors, mostly at the battalion and brigade level, but also in higher echelons: the Gaza Division, Southern Command and the General Staff.
From the standpoint of intelligence, the committee states that the quality and flow of intelligence was reasonable, but indicates several problems with the internal distribution of that intelligence within the IDF.
Regarding the IDF's general operational response to the continuing threat of tunnels, the committee did not find any deficiencies in the IDF's treatment of the threat and stated that the IDF employs the most modern tunnel detection techniques. Technology, however, is not yet advanced enough to discover every tunnel.
