NOAM FEDERMAN BEING HELD IN ADMINISTRATIVE DETENTION AT ASHMORET PRISON

Administrative detainee Noam Federman is being held at Ashmoret Prison,
according to an order by OC Central Command, for a period of two months.
Upon his entry to the prison, Mr. Federman refused to undergo a
preliminary medical examination, declared a hunger-strike, and is refusing
to stand for roll-call. He has, therefore, been sentenced in a
disciplinary procedure, and has had his telephone privileges revoked for
two weeks.
Until a separate sub-wing is prepared for Mr. Federman, he has been
temporarily placed in a wing which is used to house inter alia
several HIV-positive prisoners. However, he is being held completely
separate from them, in his own cell, at a considerable distance from the
HIV-positive inmates, with there being no possibility of contact between
them at any time. As soon as the sub-wing is prepared, Mr. Federman will
be moved to it. This sub-wing is detached and separated from the wing
where he is currently being held.
Administrative detainees including Noam Federman receive various
rights, which are occasionally more generous than those given to convicted
prisoners. These include:
A. An administrative detainee is held separately from convicted prisoners
and those awaiting trial.
B. An administrative detainee does not wear a prison uniform and is
entitled to wear his or her own clothes.
C. An administrative detainee receives the same food as the guards at the
facility where he or she is being held.
D. An administrative detainee is entitled to purchase goods from the
facility canteen.
E. An administrative detainee is entitled to two hours' walk daily in the
facility yard.
F. An administrative detainee is entitled to possess a Bible, Koran or New
Testament (according to his or her faith) and such religious articles as
are necessary for prayer.
G. An administrative detainee is entitled to receive books and newspapers,
as determined by the facility warden.
H. An administrative detainee is entitled to a family visit by a parent,
spouse, child or grandchild, or sibling, once every two weeks.
I. An administrative detainee is entitled to meet with an attorney.
J. An administrative detainee is entitled to send and receive letters via
the facility warden.
