Abraham Dicter was born in Ashkelon, Israel in 1952. He holds a B.A. in Social Sciences from Bar Ilan University in Ramat Gan (1986) and an M.B.A. from Tel Aviv University (1999).
Dicter served as head of the Israel Security Agency from 2000-2005. In March 2006 he was elected to the 17th Knesset on the Kadima list.
Abraham Dicter served as Minister of Public Security from May 2006 until March 2009.
He is married and the father of three children.
