  Meshulam Nahari was born in Jerusalem, Israel in 1951.

He served in the IDF, with the rank of sergeant. He was ordained as a rabbi at Yeshivat Hebron and holds a B.A. from the Lifschitz Teacher's College.

Nahari served as a high school teacher and principal, was Deputy Managing Director of Shas school system, a senior consultant to Deputy Minister of Education, and Director of the Department of Haredi Culture in the Ministry of Education.

Nahari was first elected to the Knesset in 1999 and served as Deputy Minister of Education from August 1999 until July 2000, and from 2001-2003. He served on the Knesset House, State Control, Constitution, Law and Justice, and Education and Culture Committees.

In May 2006 Meshulam Nahari was appointed Minister without Portfolio.

He is married and has five children.
