PEACE AND SECURITY

A. THE INTEGRITY OF THE TORAH, THE PEOPLE AND THE LAND

The NRP upholds the principle which has guided religious Zionism from the beginning: the land of Israel for the people of Israel in the light of Israel's Torah, and will pursue the full realization of this principle.


B. GUIDELINES FOR PEACE AGREEMENTS

The NRP considers true peace, based on abiding security, to be the heartfelt wish of the entire Jewish people and the realization of the Biblical promise: "and ye shall ... dwell in your land safely; And I will give peace in the land, and ye shall lie down, and none shall make ye afraid." (Leviticus 26, 5-6)

The NRP supports direct peace negotiations with all the Arab states and with the Arabs of Israel, based on the following principles:

  1. The ensuring of full and abiding security for the individual and the state, and an uncompromising battle to eradicate terror within the country and along its borders.

  2. The State of Israel alone shall exist between the Jordan River and the Mediterranean Sea. No Palestinian state or other foreign sovereign entity shall be established in this area.

  3. Unified Jerusalem is the eternal capital of the people of Israel and the State of Israel alone, and this status is not negotiable.

  4. Jewish settlement throughout the land of Israel is the foundation of our hold on the country and of Israel's security. Therefore, it must be fortified, and any political agreement must ensure that no Jewish settlement be uprooted.

  5. The Golan Heights, according to the Golan Heights Law, is an inseparable part of the State of Israel, and it shall remain under Israeli sovereignty in time of peace as well.

  6. The NRP will take action to ensure the strict protection of the dignity, heritage and culture of the Israeli Arabs, according to the principles of Jewish ethics and justice, as befits all those created in God's image.

  7. The State of Israel shall conduct honorable and fair negotiations with the Arab population of Judea, Samaria and Gaza with regard to the manner in which its autonomous municipal, social and cultural life should be run.

  8. The State of Israel shall oppose the Arab population's "right of return" to the regions of Israel.

  9. Any agreement between the State of Israel and the Arab states will include the return of captured and missing soldiers.


C. AFTER THE OSLO AGREEMENTS:

In an attempt to deal with the realities created by the Oslo Agreements, wishing to prevent their disastrous consequences, the NRP demands that the following steps be taken:

  1. Direct negotiations on permanent status arrangements must be conducted in accordance on the principles listed in section B above.

  2. Firm security measures must be taken to annihilate terror, while providing the IDF with the freedom to take action wherever necessary throughout Judea, Samaria and Gaza.

  3. The Israeli political presence and settlement in greater Jerusalem must be strengthened by the following steps:

    1. The application of the Israeli sovereignty over greater Jerusalem, including Gush Etzion, Ma'ale Adumim and Givat Ze'ev.

    2. The activities of the Palestinian Authority in Jerusalem must be terminated, and all PLO institutions operating in the city must be closed.

    3. Jewish settlements in east Jerusalem must be broadened and strengthened.

    4. The status of the Temple Mount as the place most sacred to the Jewish people, where our temple once stood, must be ensured, and the religious and national rights of the people of Israel in this holy site must be regularized.

  4. Jewish settlement in Judea and Samaria, including Hebron, must be strengthened, in accordance with the "Settlement of Israel" chapter of this platform, and Israeli sovereignty must be applied over these settlements.
