  Israel and Palestinians to Resume Talks in Washington

March 9, 2000

Following a three-way meeting with Prime Minister Ehud Barak and Palestinian Authority Chairman Yasser Arafat, US special envoy Dennis Ross announced yesterday (March 8) that talks - stalled since early February - will resume in Washington in ten days. The aim is to complete the framework agreement by May, and to conclude the permanent status agreement, as planned, by September.

  • Negotiations on the framework agreement of the permanent settlement to resume in Washington by working-level teams in about 10 days, after Muslims' Eid al-Adha holiday.

  • Israel to hand over 6.1 percent of the West Bank within a few days, completing the second redeployment. The Palestinians will be able to choose the areas they want from an Israeli map covering about 10 percent of the West Bank - which will not include areas around Jerusalem.

  • Both sides will make an effort to complete the framework agreement in May.

  • Scope and timing of the third redeployment in the West Bank to be decided by the sides by the end of June.

  • Intensive effort to complete the permanent settlement by Sept. 13, as stipulated in the Sharm el Sheikh agreement.

  • Israel will release Palestinian prisoners to mark Eid al-Adha.

  • An effort will be made to finish dealing with the two open issues from the Sharm accord: the northern "safe passage" route and reimbursement of purchase tax by Israel to the PA.
