  David Libai, born in 1934 in Tel Aviv, is a lawyer and professor of law, holding a Doctor of Law from Chicago University.

Libai has served as the head of the Israel Bar Association, Deputy Attorney General, Director of the Institute of Criminology and Criminal Law in Tel Aviv University, spokesman for the Ministry of Justice, and Dean of Students at Tel-Aviv University. He has also been a member of the National Commission of Inquiry on Prison Conditions, Chairman of the Constitution Committee of the Labor Party, member of the Press Council, and Chairman of the Israel-Britain Parliamentary Friendship Association.

As a Member of the Knesset since 1984, Libai has served on the Committee on Constitution, Law and Justice (1984-92) and the House Committee (1984-88), and chaired the State Audit Committee (1984-92).

Libai has written many articles on legal topics.

From 1992-1996 he served as Minister of Justice.

Reelected to the Knesset in Juny 1996, he retired his seat a year later.
