1. The following document is a letter addressed by the secretary of the Fatah Movement in Nablus to Yasser Arafat, requesting financial support for two terrorists on Israel's list of wanted terorists:

Both are active and loyal members. They are members of the committee in the Aynabus branch in the Nablus district. Now they are on the wanted list of the Israeli occupying forces. Their financial situation is very difficult. They are entitled to support and assistance and I leave the matter to your Excellency's consideration.
May you be a commander and a symbol for our nation forever

2. The following document is a letter requesting financial assistance for wanted terrorists. The request is approved by Yasser Arafat.

Comrade Abu Ala Qariya, we ask your agreement to make the following financial assistance payments:
1. Salim Shalabi, a former prisoner, assistance in the amount of $20,000 to complete construction of his house.
2. Nader Askhak, $3,000 for furniture and wedding.
3. Bassam Abu Garbiya, 642 dinars payment for his wife to study at university.
4. The student Ziyad Khalil Abed Alkader, assistance in the amount of $6,000 to complete his university studies.
5. 'Amr Hassin Kamel of the Tanzim forces - $4,500 assistance for wedding and repayment of debts.

5. The following letter, from the Secretary General of the Tulkarm Fatah office to Arafat, requests funds for a list of Tanzim terrorists involved in the planning and execution of suicide attacks. The letter is forwarded to Arafat by Marwan Barghouti. Arafat personally approves the payment of 800 dollars to each terrorist:

6. The following letter from PA Special Forces commander Bashir Naf'a to Yasser Arafat, requests funds for the Islamic Jihad bomb-maker, Osama Birham of Nablus. Arafat personally approves the sum of 2,500 dollars, and forwards it to PA Finance Ministry for payment:

We request your approval for the payment of financial assistance to the released [prisoner] Osama Birham, who was released after serving seven years administrative detention.
