  David Azoulay was born in Morocco in 1954.

He served in the IDF and studied at the Beit Harishon L'Zion Talmudic College and the Chazon Yehezkiel Seminar for teachers.

Azoulay has been a Member of Knesset for the Shas party since 1996. He has been a member of the Knesset Education and Culture, Internal Affairs and Environment, Anti-Drug Abuse, and Ethics Committees.

He previously served as a member of the Akko Municipal Council and as Head of the Nahal Iron Regional Council.

David Azoulay served as Deputy Minister of the Interior from May 2001 until February 2003.

He is married and has four children.
