Requirements for Admission:

The program is designed for senior-level decision makers including heads of relevant governmental ministries, mayors and heads of municipalities; for development workers and other social activists; and for architects, business people and entrepreneurs, engineers, lawyers and other professionals whose career goals include improving the economy and redressing their cities' social inequalities. Participants must hold at least a B.A. or B.Sc. degree and be fluent in English.

The role of services in rural development. Economic services - credit, marketing, extension. Social services - education, health, welfare. Municipal services. Assessing present and future needs for services - demographic and economic projections. Approaches to rural services delivery. The Integrated regional Approach to Rural services delivery. Formulation of models for spatial structure planning. Economic and social feasibility of services. Public and private cooperation in services . Community organization and participation in services delivery. Computer applications. Seminars and panels on services delivery problems. Professional field trips.

Requirements for Admission:

Academic degree and 2 years of professional experience in a field related to rural development.

Local economic development and entrepreneurship. Micro-enterprises as tools in local economic development. Business constraints and opportunities in the rural economy. Public and private sectors' roles in the promotion of local economic development. Economic and financial appraisal of project viability. Monitoring and evaluation. Computer applications. Case studies. Seminars and panels on local economic plans presented by participants. Professional field trips.

Requirements for Admission:

Professionals and technicians in the field of tourism, regional and local development with at least two years of practical experience in such activities. English language is essential.

 

57. Seminar for Senior Officials on Decentralization Policy and Development

Weitz Center for Development Studies, Rehovot

Program of Studies:

Decentralization is currently one of the major issues confronting governments, agencies and international bodies. Many developing countries are in the midst of attempting to decentralize fiscal, political & administrative institutions from national to lower level governments and to the private sector.

Decision making & planning in the decentralized environment is a most difficult & challenging task to the bureaucrat, official administrator or planner.

The program outline includes: Lectures and workshops on the decentralization process, types, characteristics, political, administrative, ethnic, geographical, fiscal etc. Deconcentration, delegation and devolution, advantages, disadvantages, the Israeli decentralization and privatization experience, case studies and workshops. Professional field trips.

Requirements for Admission:

High ranking and leading decision-makers at local and national levels.
