MASHAV's project programming seeks primarily to build local capacity
in areas in which Israel has a comparative advantage. Its main
project focus is on agricultural pilot projects involving
demonstration, training and research and development. Attention is
given not only to agricultural techniques but also to management,
marketing and administration. Most of these projects are aimed at the
grassroots, providing extensive training and assistance to
populations throughout the geographical area of the project. In
addition, in 2000, MASHAV completed a number of small-scale turn-key
infrastructure projects in the field of disaster management and
emergency medicine.

The guiding principles of MASHAV projects are sustainability and
replicability. These aims are achieved by the following means:
Every MASHAV project is accompanied by extensive capacity-building
and training activities both in Israel and on the project site.
MASHAV is committed to long-term follow-up activities in all its
projects, including the posting of long-term expert consultants at
project sites.
Project technologies are carefully selected to suit the needs and
capacities of the local populations. Similarly, methodologies taught
are designed to be easily replicable by individuals or small
collectives.
MASHAV projects are designed in cooperation with host countries.
Maximum flexibility is maintained in order to address the specific
needs of the countries.
MASHAV aspires to integrated projects linking income generation
activities with the improvement of education and social services.
In the year 2000, MASHAV's Projects Department dispatched 19
long-term and 214 short-term consultants to work on MASHAV's 35
projects and other initiatives in 48 countries. For full details of
