The Center for International Agricultural Development Cooperation (CINADCO), of the Ministry of Agriculture and Rural Development, is the main professional and operational institution in Israel dealing with international agricultural development cooperation. Its activities are carried out in the framework of MASHAV.

CINADCO's operational and professional activities focus on key issues and problems concerning agricultural development facing rural and peri-urban communities.

CINADCO's main functions include:

  • Human resource development (training courses and seminars in Israel)
  • Overseas training programs (on-site courses)
  • Practical training for professionals and leading farmers
  • Long- and short-term consultancy missions overseas
  • Joint research on agriculture-related subjects in host countries with the participation of local experts
  • Professional support for agricultural demonstration, projects and programs, incorporating transfer of know-how technology and professional management practices
  • Professional and consultancy services for small and medium agribusiness entrepreneurship (SMEs) development
  • Initiation and development of transfer of know-how modalities in different agricultural and resource base conditions.

CINADCO's international programs are conducted at different locations:

The central headquarters is situated at Agricultural Complex, Bet Dagan, managing the overall center's activities and programs involving Projects and Demonstration, Consultancies, Research and Development Programs, Overseas Training (on-the-spot), Publications and general operations. International training programs are conducted at Kibbutz Shefayim facilitating programs in English, Russian, Spanish and French.

An additional training center is located at Kibbutz Bror Hayil facilitating Arabic language programs. Special training seminars for Palestinian participants are held in Netanya and other locations. The professional content of CINADCO activities follows current trends in world agriculture and rural development, involving various project demonstration modalities aiming to pose relevant development situations in the field of subsistence agriculture for specialized market-oriented and agribusiness agriculture development. Project activities also include the development of other professional support systems, such as agribusiness consultancy services, to initiate agricultural entrepreneurship. Special emphasis is given to promoting market-driven and agribusiness development to improve value added production and management practices.

Demonstration project activities are practiced on-site, under real conditions and focus on extension and transfer of know-how, technologies and appropriate management practices.

Training programs place special emphasis on adapting improved technologies to local conditions. Twenty-five percent of the curriculum in all courses relating to agricultural technologies is devoted to issues of organization, extension and agri-ecological sustainability. On-site practical project work concentrates on issues of agribusiness initiatives, satellite farming concepts, as well as promoting public and private linkages to improve socio-economic results.

The Center draws upon the core of the professional skills of experts in the Israel Ministry of Agriculture and Rural Development and other specialized entities. A professional and operational network has likewise been developed with NGOs and international institutes to enhance networking and development cooperation.
