The Economic Cooperation Foundation (ECF), based in Tel Aviv, was
founded by former Justice Minister Dr. Yossi Beilin and Dr. Yair
Hirschfeld at the end of 1990 as a non-profit NGO, which would build,
maintain and support Israeli-Palestinian and Israeli-Arab cooperation
in the political, economic and civil society spheres. From its
inception, the ECF has been actively involved in creating the
conditions necessary for moving towards Israeli-Palestinian Permanent
Status as well as towards conducive economic cooperation on a
multi-lateral level. In addition, the ECF gives special emphasis to
creating and promoting civil society cooperative activities
("People-to-People") on issues such as the environment, research,
education, health and other relevant topics.
The ECF acts as a facilitator, initiator, catalyst and implementer in
a number of health and social welfare related projects, bringing the
partners together and helping with proposal writing, fund raising,
permit arrangement and other technical matters. In this sphere the
ECF is deeply involved both with the Palestinian Ministry of Health
and with the PCH (Palestine Council of Health - an umbrella NGO). The
Israeli-Palestinian joint activities target professionals who provide
health care to their societies as the agents for this coexistence and
cooperation dialogue. These dialogues often lead to practical
"spin-off" projects that include training courses and capacity
building on both the physical and the human resources levels. MASHAV
financed numerous projects implemented by and through the ECF in
cooperation with the PCH during the year 2000. These projects
included a joint conference on cancer cooperation, training of
technicians on allergy, asthma and clinical immunology, diabetes foot
training, cerebral palsy cooperation and an extensive training
program between Barzilai Hospital in Israel and Al Amal Hospital in
the Gaza Strip.
