The naval blockade is a legitimate and recognized tool that continues to play an important role in curbing the smuggling of arms to Hamas and other terrorist organizations who continue their armed attacks against Israeli civilians from their base in the Gaza Strip.

Israel and the Palmer Report: An Update
Israel and the Palmer Report: An Update

The State of Israel has adopted the Palmer Report, with the exception of the reservations detailed by the Israeli representative to the Palmer Commission, Joseph Ciechanover. The Palmer Report confirmed the legality of Israel's naval blockade of Gaza, and Israel's right to enforce the blockade, including in international waters. The panel also recognized Israel's right to visit and search vessels and to capture them, if found in breach of a blockade, including in international waters.
