The bilateral agreement between the Government of the Republic of Bulgaria and the Government of the State of Israel, regarding recruitment and temporary employment of citizens of the two countries, was signed on Tuesday, December 20, in the Ministry of Labor and Social Policy in Sofia, on behalf of Bulgaria by the Minister of Labor and Social Policy Totyu Mladenov and on behalf of Israel by Ambassador Avraham Haddad.
The framework agreement settles issues which concern the regulation of the temporary employment of citizens of the two countries, in specific economic sectors to be agreed upon in each of the respective countries. The number of the people employed under the agreement depends on the available job vacancies within a yearly set quota.
In the recipient country the workers will be entitled to the same rights and obligations which apply to the local workers, as well as the same protection regarding the application of the safety and health legislation at the workplace. The bilateral Agreement on Social Security signed between the two countries on March 25, 2008 will be in force in the field of social security. The remuneration of the workers, as well as the working conditions will be individually set in the signed labor contract and will be in accordance with the applicable legislation in the recipient country, regarding workers with the same profession and qualification.
The agreement is signed for a period of three years and, if agreed between the counterparts, can be automatically extended for further one-year periods. In the event of termination of the agreement, the rights acquired by the foreign workers, while it was in force, are retained. The agreement enters into force after its signing.
The relevant authorities implementing the procedure for the Republic of Bulgaria are the Employment Agency reporting to the Minister of Labor and Social Policy, and for the State of Israel - the Interior Ministry's Population and Immigration Authority (for implementation concerning Bulgarian workers arriving in Israel) or another institution, to be designated by the Israeli government in any other case. The recruitment of candidates under the agreement will be carried out by the competent governmental institutions in each country.
